Doubled Stack status

Steps:
1. Login to Horizon.
2. Go to Project -> Orchestration -> Stacks.
3. Create one or several stacks.
4. Go into Stack details -> Topology.
5. In top-left corner stack status displayed twice.

The first one is stack status description, the second one is stack status reason. When the stack not in error status, description and reason are the same. I prefer showing stack.stack_status_reason in whatever conditions.

    Always show stack status reason in topology

    Currently, only when the stack is in error status, the stack status
    reason will be displayed, otherwise, there will be two line with
    exactly same words, and this makes the enduser confuse. So fixes
    this by changing to not show anything when stack in not in error
    status.
