Bug Description

Since new oslo_concurrency dependency has been added *.lock files have been being left in my horizon development repository and are not being gitignored

    Add *.lock to .gitignore file

    Lock files being left behind by oslo_concurrency were not gitignored so
    it was likely they would end up in commits by accident, this patch adds
    *.lock to the .gitignore to prevent this.
