Images and Volumes should be filtered by projects

Bug Description

As the admin, I should be able to select any tenant and view the instances, networks, and images associated with that tenant w/o specifically being a member of that tenant.

Under the Project section of the tree, the images and volumes are filtered by tenant, but not under the Admin section. So this report is to also filter the Admin section, correct? That might make it painful to administer and manage images/volumes across tenants. This should probably get feedback from the ux team and/or the horizon community before proceeding.

Specifically, as the admin user I originally wanted to select a tenant and see which instances are owned by that tenant. The natural extension to that would be to see the networks, volumes, and images associated with the tenant, too.

Yes, I understand. But my point is that as an admin user it already does that filtering when you use the panels under the "Project" section of the tree; it is only the "Admin" section that does not do the filtering. Are you seeing something different?

I agree with Gary. How do you see it ? Does it should be filter by project in the "Admin" section ? Or maybe add info in this page https://review.openstack.org/#/c/134476/ ?

Closing this, since it has had no responses in a while. I would prefer that this change go through the blueprint process since it is a significant enough change in presentation that warrants some discussion.
