--router:external
--shared
--tenant_id

shared and tenant_id is editable by admin only, shared is already supported in admin page.
need to support only for tenant id

No there is no point in supporting the tenant id change in the edit network because you can't change the tenant of the already created network.

And as Masco mentioned Horizon already supports the editing of --router:external, --shared options.
