Overview CSV file has hardcoded date format

Admin (or Project)->Overview->Download CSV Summary generates a CSV file that has a date format that is not proper to the locale, nor does it match the rest of Horizon.

I'd expect this to be in YYYY-mm-dd like the rest of Horizon if it cannot be localized.

    Change CSV file date format to Horizon standard

    This patch alters the date format to be 'YYYY-mm-dd', in line with the Overview
    query directly by the "Download CSV Summary" button, and the rest of
    Horizon.
