Specific IP address field in LBaaS 'Create VIP' Dialog should be optional

In the 'Create VIP' Dialog there is a mandatory field 'Specify a free IP address from the selected subnet'.
This field should not be mandatory. The behaviour should be the same as the CLI - If the 'address' option is not used the vip is associated with a free IP from the subnet.

Which branches are affected?
In Kilo and master branches 'Specify a free IP address from the selected subnet' field isn't mandatory.

I think there should also be a change added where it is described that DHCP will be used, if no address is provided. It is not clear what the outcome will be, if you do not provide an address.

In this way, it seems like it is almost required.

    VIP IP adress help content

    The current prompt for a lbaas vip's ip address is confusing
    as to the ip address that we are prompting users for. This change
    adds more help content and helps explain how this field works.
