Bug Description
the resize volume action should not be shown if the status of the database instance is shutdown. the shutdown state is only possible if (1) the admin has mgmt-stop'd it (2) the last datastore status check failed or (3) if it's in the middle of being deleted or retarted. as you can imagine, initiating a resize during any of these scenarios does not make sense.
