"VLAN", "VXLAN" and "GRE" are hardcoded

"VLAN", "VXLAN" and "GRE" in create page under project-network-network are in English.

When this was first brought to my attention I rejected it, suggesting that this sort of thing should never be translated. However, on closer inspection, I see that in openstack_dashboard/locale/zh_TW/LC_MESSAGES/django.po VLAN is translated
msgid "VLAN"
msgstr "虛擬區域網路"

We should enable this sort of translation.

    Make "VLAN", "VXLAN" and "GRE" translatable

    VLAN has been translated in other places. Use the translation in
    create network and make sure all 3 are translatable.
