styling: dropdowns in dialogs are rendered wrong in FireFox, IE

Bug Description

This happens, for example, in
Admin->System->Networks->Create Network
Chrome looks good. But FireFox ESR 31 cuts off the right side of the drop down lists. IE 11 renders these select boxes needlessly wide.

Other dialogs seem to be affected in the same way.

These dropdowns look correct in FIrefox 33.0 / Ubuntu

Firefox 33.0 /Ubuntu
Border is black on the right and bottom sides.
Also dropdown button looks weird and not like it looks in Chromium.

these dropdown look are correct in I checked in stable mitaka and master mitaka

I cannot reproduce this problem in FF now, and it appears that others
cannot reproduce this either. Since this bug has not been confirmed
for years, marking as Invalid. If the issue still exists, please
feel free to reopen it.
