Bug Description

Labels in the QOS Specs area are not consistent with Cinder's documentation: QOS should be QoS. The happens throughout the Volume Types tab (both Volume Types table and QOS Specs table) and in modal dialogs.

Also usages of "consumer" in the "Create QOS Spec" dialog and the "Edit Consumer" dialog should be "Consumer" to refer back to the input field.

Change labels in QOS Specs panels

Under Admin->Volumes->Volume Types, all the QOS spec
forms and tables should match the Cinder docs, which
    use "QoS", instead of "QOS".

Also, references to QoS "consumer" should be
    capitalized.
