Add How to create action section in Horizon Tutorial

Current Building on Horizon http://docs.openstack.org/developer/horizon/topics/tutorial.html has section for how to build dashboard, panel, tab, view, table, etc. But it doesn't mention how to build action. Need a section for that to help new contributors.
