Object Store/Containers error msg does not reflect permissions problems

Bug Description

When using Swift as the object store as a user that has not been assigned the "SwiftOperator" role, the error message presented to the user is not as clear/useful as it could be.

If a non-SwiftOperator user attempts to access the "Containers" menu under "Object Store" on the GUI, the user is given the following error message:
      "Error: Unable to retrieve container list"

This message does not help the user to know what corrective action needs to take place, or if some software in openstack has failed.

It would be more useful to display a message indicating that the user is not authorized to access the container information. That would point the user (or the administrator) to review access permission definitions.

In similar situations the error message begin with "Unauthorized", see attached like example.
