Bug Description

Steps to reproduce the Issue:

1. Login to DevStack with admin account
2. Go to DB Instances Page and Create an Instance
3. Observe that DB Instance being Created both in DB Instance Page, also in Compute>Instances page.

Some of the Trove folks might want to chime in but my rough understanding of Trove is that this is how it works, it creates a Nova instance and installs a database on top of it.

From http://docs.openstack.org/developer/trove/dev/design.html : "Trove is designed to support a single-tenant database within a Nova instance."
