Floating IPs count on Overview page is incorrect

Bug Description

1. Create an Instance from Compute and associate Floating IP.
2. Notice that on Compute > Overview page, Floating IPs is being counted like " Used 1 of 10"
3. Disassociate Floating IP and Terminate Instance.
4. Notice that IP is still counted on Overview page like " Used 1 of 10" .
5. Like wise associate all available IPs like "Used 10 of 10, and disassociate all of them.
6. Overview page still list asl "Used 10 of 10" and next time it throws an error when tried to assign a Floating IP

It seems you are using Neutron. Did you set enable_quotas to True, if your backend supports quotas ( https://github.com/openstack/horizon/blob/3f7f1909f9/openstack_dashboard/local/local_settings.py.example#L183 )? What version of OpenStack? Are the Neutron quotas correct when using the command-line client?

The screenshot shows "Used 2 of 50" for floating IPs so it's difficult to relate to the bug description.
