Bug Description

scss is clogging the log, for each request it is logging a ton of this info:

[Thu Jul 17 13:38:19 2014] [error] DEBUG:scss:Searching for bootstrap/utilities in [u'bootstrap/scss/bootstrap/utilities', u'bootstrap/scss/bootstrap/_utilities.scss', u'bootstrap/scss/bootstrap/_utilities.sass', u'bootstrap/scss/bootstrap/_utilities.css', u'bootstrap/scss/bootstrap/utilities.scss', u'bootstrap/scss/bootstrap/utilities.sass', u'bootstrap/scss/bootstrap/utilities.css']

we should not enable debug logging by default
