Wrong location of _datepicker.scss

Location of _datapicker.scss is openstack_dashboard/static/bootstrap/_datepicker.scss, while openstack_dashboard/static/dashboard/scss/horizon.scss references it as `@import "/bootstrap/scss/_datepicker"`, just as `@import "/bootstrap/scss/_bootstrap";` (which is really located at openstack_dashboard/static/bootstrap/scss/_bootstrap.scss). It seems that _datepicker.scss should be moved to openstack_dashboard/static/bootstrap/scss.

    The place that is referenced by _horizon.scss.
