Dashboard should have a clean all button for alerts

Sometimes when action failed many error alerts are opened, It will be helpful if have a clean all or close all button

I think this is a duplicate of https://bugs.launchpad.net/horizon/+bug/1335374

I think this would be a very nice addition with respect to usability. What do you all think of something like this?

As suggested above, it just bumps the error messages down a bit and adds a button to clear all errors. I'm thinking this should only show up if there are more than 1 error at a time.

Seems like patchset 3 broke something. The "Clear" button is showing up more than once.
