Description is mandatory parameter when creating Security Group.
Expected result:
Description should not be mandatory parameter when creating Security Group.
Explanation:
1. Description is not mandatory information.
2. Inconsistency with other Open Stack items (any other item in Open Stack doesn't require to enter Description mandatory).
