No filter option available in volume snapshots and types

Admin Glance Images:
https://review.openstack.org/#/c/81574/ implements API filtering for Glance Images. Otherwise just enabling filtering will default to the client-side filtering which only works on the page it is on (since pagination is enabled here).

Project Glance Images:
query filtering may become problematic with the fixed filter that already exists on the page if/when pagination is enabled here. https://review.openstack.org/#/c/58928/...

volume snapshots:

    volume snapshots table in both admin and project,
    volume types table in admin page are don't have
    filter option.

    this patch is adding the filter option on the
    above mentioned tables.
