save button in Edit project while having a long list of members in project tends not to scale

if you have a long list of members (in Edit Project -> Project members page), the save button will get far and far and wil be very difficult to reach it. Suggestion is to make it always visible either on top or other place.

If we want a scrollbar, we will need a fixed height for the modal. Once we have some max. height, if the list goes beyond that, then we can invoke scrolling.

Anyone have any ideas for what 'max. height' we should have for the content in the modal?

My suggestion would be to start with a max height of somewhere in the area of 500px. This is based on the fact that some of our users may be using a low resolution of 1024x768.

If we could, it would be great to be able to discover the height of the browser window and make the max height be a percentage of this.

Fixed max height seems logical and quite convenient. However we have a few rather long forms with required fields only and without any lists (for example this one: /project/vpn/addipsecsiteconnection). IMO scrolling there would be annoying so possibly 500px for max height isn't enough. Percentage of the browser window seems to me much better.

This is actually a duplicate of bug 1269910, which has a a nice patch attached (using the scrollbar tip IIRC, for the 2 members tables) though the patch needs a rebase.
