flavor extras cpu_period out of range will cause unsupported configuration

Bug Description

Flavor extras cpu_period has a range [1000, 1000000].
Now there is no check about the value.

And then if you create an instance using this flavor,
it will get a exception: unsupported configuration:
         Value of cputune period must be in range [1000, 1000000]

FLAVOR_EXTRA_KEYS setting was deprecated. So only icehouse need the value check.
