Quota Exceeded button still disabled after volume deleted

Same issue as: https://bugs.launchpad.net/horizon/+bug/1192621, but on the Volumes & Snapshots page.

The disabled 'Create Volume (Quota Exceeded)' button should be enabled after you delete a volume.

Right now, you have to refresh the page manually to see the change.

    Update 'Create Volume' button with ajax

    This patch set makes button 'Create Volume (Quota Exceeded)'
    be replaced with enabled button 'Create Volume' after
    deleting a volume.
