Navigatiton elements shouldn't include the word "Panel"

In the Admin dashboard the panel groups include the word "Panel". (System Panel and Identity Panel). In the Project dashboard the parallel elements don't include Panel in their label. "Panel" should be removed from the Admin dashboard navigation for consistency.

    Remove "Panel" from navigation elements

    "Panel" isn't really needed or helpful in the Navigation. It should
    be removed for consistency with the other dashboard.
