While creating database instance size paramater should not be mandotory

While creating database instance, size parameter depends on if trove_volume_support is set or not.

If its set to true, size is must. But if its set to false, size is not required.

Then in dashboard, it should not be a mandotory paramater. It should be an optional paramater.

There is a patch underway to expose the api capabilities: https://review.openstack.org/#/c/83503/, but it hasn't made it through reviews yet.

I suggest using that API and just hide the Volume field if volume_type_support is not configured in Trove
