Bug Description

Neutron lbaas does not support setting a security group on a load balancer. This causes the wrong security group's rules to be associated with a loadbalancer created in a private network. The neutron lbaas vip create/edit form in Horizon needs to be extended to allow editing the security groups associated with a load balancer vip once neutron supports the feature.
