Modifying flavor access list modifies the flavor info

When the user modifies the flavor access list, the flavor is removed and created again even when the flavor information hasn't chance so there was no need to update the flavor information

We just ran into this bug.... It looks like it was introduced to work around another bug #1276371. Fixing #1276371 is desirable, for sure, but just because the fix fixes that bug doesn't mean this one is invalid.

Sahara clusters embed the flavor id into their templates on creation. When all you are doing is updating the list of users able to use a flavor, there is no reason to recreate the entire flavor, breaking existing templates.
