Bug Description

Rickshaw graphs don't support axis titles, but we can use D3.

I can verify the observation: Resource Usage line graphs don't have any titles on the axises.

Have checked in http://hostname/admin/metering/ and can see that there are no labels associated with any of the metric for X as well as Y axis. For your information I am using devstack to verify this, I hope this is the correct way to go about verifying it and moving it to triaged category.

Can I work on a fix for this?

The metering panel has been dropped several releases ago.
