Add Shelving command to Horizon

Hi, we have a team of 2 from Facebook's Open Academy that would like to add a VM Shelving command to Horizon.

This is currently our proposed wireframe of the Shelving command with the instance page:

Make sure to set the milestone target appropriately so that the blueprint is considered during release tracking (probably Juno / "next" here).
