Bug Description
Error message needs to be enhanced when router creation failed.
+++Steps to reproduce the issue:
1- Bring up the horizon
2- Login to horizon portal using administrator
3- Create one user with member role under one new project
4- Edit the project and under quotas provide value for router as "0"(zero) and save the option
5- Now logout and login to horizon as the user created
6- Try creating router (it fails as expected). It failed with message as "Error failed to create router"
In a real scenario, the user with member role is not aware that this issue would be a limitation of parameter added in quotas
so in order to provide meaningful message, the error message needs to be enhanced saying "quota exceeded" or something like it.

I am starting with this bug, but I don't know how to edit the router quota.
Is it on Horizon? Cant find the option.
