Bug Description

Because horizon is not uploaded to pypi, you'll get the following error back from tox 1.6+ now:

    Some externally hosted files were ignored (use --allow-external horizon to allow).

The work around is to use the flag, but ideal it should be hosted on pypi.

Chances are this will get fixed as we work to start uploading all server projects to PyPI in the future. Setting to low for now because there is a documented workaround.

Horizon team is considering splitting into OpenStack related code and non-related code. Roughly speaking, the former is now under openstack_dashboard and the latter is under horizon directory.
Once splited, the latter will be shipped to PyPI. Regarding the former part we will follow a direction of whole Openstack projects.

There is a discussion about how to use Horizon in requirements.txt in -dev ML and the current solution is to use tarball.
