Keypair download link causes second create

Bug Description
When I go into the Havana Horizon and create a new keypair, I get the message
The keypair "n1" should download automatically. If not use the link below.
Download keypair "n1"
The link on download keypair appears to try to create another keypair.

I then get an error message
Error: Unable to create keypair: Key pair 'n1' already exists. (HTTP 409) (Request-ID: req-95604242-
The link should, as far as I understand, just download the PEM, not create it again.
