injected_file_path_bytes description is ambiguous

I feel that the injected_file_path_bytes quata description both in Horizon as in the docs is a bit ambiguous even after https://bugs.launchpad.net/horizon/+bug/1254049 as i may be hard to notice first hand if that's a limit on the file path length or the actual file.

Maybe as Akihiro Motoki proposed in https://review.openstack.org/#/c/58103/1/openstack_dashboard/dashboards/admin/defaults/tables.py it could be changed to "Length of Injected File Path" in icehouse/2013.2.2

    Rename quota_injected_file_path_bytes to
    quota_injected_file_path_length, and change help message to
    'Length of injected file path'.
