"Tenant" should be "Project" (Resource Usage panel)

In the 'Resource Usage' panel in the Admin dashboard (available when Ceilometer is installed), many column headers read "Tenant" when it's agreed that the term "Project" should be used going forward. The verbose_name for these columns should be fixed.

It doesn't affect the existing translation because we already have a string "Project" in the POT file.
