Neutron Firewall Policy creation with rules fails to include rules

Bug Description
The Neutron Firewall Policy creation form contains a "rules" tab to add existing Firewall Rules to the new Firewall Policy being created. The Firewall Policy gets created however the selected rules do not get added to the policy. There are no errors. The Firewall list within the newly created Firewall Policy shows up as empty.
The workaround is that the rules can be added later via the insert operation (this is probably the more common workflow).
