Adding unit label in the Line chart axis

Support showing the unit in the chart axis label

Implement it in the Line chart used on Resource usage page, it will require this for being able to get the current Unit name from the meter effectively.

will be solved in I1, this will be quick fix, that will obtain the unit from the ceilometer meters definition and show it as an axis label

    Adding Y value unit into linechart popup

    - Adding a simplified solution of fetching a meter unit.
    - Adding unit into linechart popup, (Rickshaw doesn't support label
      of axis, we may add it in the future, depending on new wireframes).
