UI Issues with respect to changing quotas

Bug Description

Tried changing the quota for the number of volumes which can be provisioned from UI for a tenant. Even though UI was shwoing the changes, they were not being honored until we changed it from Cinder CMD.

I can't reproduce this in Grizzly RC1.

Which version of Horizon are you running? Folsom or Grizzly RC?
How did you install it?
Is this a Grizzly-only stack or a mix of Folsom/Grizzly?

I was using Folsom release. So the UI showed that the quota is increased from 10 to 50. When we actually tried to create more than 10 voulmes, we ran into this issue.

This is a duplicate of bug 1095876, which is fixed in grizzly but unfortunately cannot be safely backported to Folsom.
