Quota Summary graphs should be consistent in styling

Bug Description

The styling of the Quota Summary bars should have a consistent style as they are used across the application. On the overview page they are always filled with a gray color. In the Create Instance modal window, these are green and actually change color to red if the user tries to create more instances that they have room for. It would be great to use the green here on the overview page. Maybe even introducing a dark yellow to let users know that they might be reaching a threshold would be good too. Attached is an idea.

I like the use of space here by changing the the pie chart. Would it be possible to change the blue to the same green that's used in the create instance modal where the quota is shown? I'm thinking would be good for consistency.

I tried it with green initially. However, to me it didn't really seem to fit with the blue theme of the rest of horizon.

The green in the case of the instance modal is used to indicate new usage, in the case of the quota summary nothing new is being created so I don't feel it is too much of an issue that they are blue.

    Quota summary graphs, added styling to indicate percentage full

    At 80% the chart becomes orange indicating nearly full
    At 100% the chart becomes red just as in the quota bar graphs
    when creating new instances, volumes, etc.

    Same color scheme across overview charts and progress bars when loading
    instances, etc.

    Fixes bug where reaching a limit when creating a new instance would
    cause the progress bar to have square corners instead of rounded ones
