An admin cannot log into the dashboard if they have no tenant/project associated with them

Bug Description
The admin user *needs* to have a tenant/project associated to be able to log-in. Otherwise, the account is inaccessible and regular management is not possible.
Steps to reproduce the bug:
- Log-in with admin account
- Go to projects
- Delete projects associated with admin
- Log-off
- Try to log-in again

No argument on the truth of this statement, however that's just how Keystone works, and there's nothing we can do about that, though suggestions are welcome.
