Can't get role while change a user's primary project over horizon

Bug Description
Suppose we have two project ProjectA，ProjectB and a user UserA.
UserA is a Member(role) of ProjectA.
When updating UserA's primary project to ProjectB over horizon, UserA get no role accociated to ProjectB.
And UserA is not able to access ProjectB.

There is already a similar bug filed about setting the role when changing the primary project. bug/1011461 will add a Role dropdown to allow the user to set the role for the new Primary Project.
