horizon should support -hint options when creating an instance

I'd be more than happy to see this happen, though I'd have to see how the UI would work that wouldn't just make it disastrously complicated.

How about adding an optional key-listops (or something) set into the local Django settings.py that allows an admin to specify the list of hints he wants to allow the users to specify. If this value is present then an extra panel is added to the instance create workflow to allow the use of the settings. The panel is simple a table of the friendly names down the left with drop-down options on the right build by looping through whatever the admin has set.

As of Pike, Scheduler hints is now supported in the Angular Launch Instance form, so I believe the requested feature is achieved. Marking this as Invalid.
