Exception Filter Sometimes Caused Pretty Debug Page To Fail

When the sensitive data exception filter is active sometimes you won't get the pretty DEBUG traceback page, but instead just a generic "a server error occurred" with the error in the logs.

    Update the sensitive data exception filter bugfix.

    Sometimes the pretty DEBUG traceback page wouldn't be
    displayed due to an error in the filter. This copies
    the code from the final upstream bugfix into Horizon.

    When Django 1.4.1 is available we can update to that
    and remove this patch.

    Fixes bug 1018091.
