wish: redesign of budget dialogue and report

Bug Description

I would like an redesign of the dialogue where you set the budget. Currently I find it confusing to set budgets because I can only see how much I planned when I go into the budget report. I suggest an overview over all categories with the budget, which can be changed directly over a text field (the monthly value) or over a button (if the value should not be every month).

The second thing is already posted in https://bugs.launchpad.net/homebank/+bug/883802

It would make the whole Budget area more usable and less confusing.

Sorry here is suggestion to the layout:

Budgets (sample month March):
Category | text field | set budget (for current / next month)
- Main Category 1 | -50 Euro (monthly) | -70 Euro / -82 Euro
-- Sub Category 1 | -20 Euro (monthly) | -20 Euro / -20 Euro
-- Sub Category 2 | -12 Euro (Jan, Apr, Jul, Okt) | 0 Euro / -12 Euro

So you have set for the main category monthly 50 Euro to be spend. You can additionally spend in sub category 1 20 extra Euro every month. And in the months Jan, Apr, Jul and Okt there are 12 again 12 Euros to be spend in the sub-category 2. So that this month (March) you can spend 70 Euro in the whole category and 82 Euro the next month (Apr)
