payment settings not retained

Bug Description

The ability to set payments options introduced with 5.8 is not retained when you close HomeBank. When I reopen HomeBank, I have to reset my options again - which means no point doing it.

To reproduce:

1. Open HB, to to references and untick some Payment options.
    In my case, I had un-ticked 'Cheque' (they no longer exist in NZ banking system).

2. Verify the list is now filtered by adding or editing a transaction and pulling down the Payment list.

3. Close HomeBank and reopen it.

4. Add or edit a transaction, and pull down the Payment list.
    For me, 'Cheque' has reappeared.
    As a extra test, I also unticked 'Mobile' in step 1 - it also reappeared.

A quick test shows reordering is lost as well.

indeed there was a read problem, but all fixed now
