Bug Description
I wish to be able to budget savings.
I would like to go to the menu Administration -> Budget and have a new button named "Savings" or "Transfer" next to the existing ones "Expenses" & "Income" (see green area in the attachment).
The current logic should be kept for Savings: is the same each month / is different per month.
A possible linked change would be to add a new type of account: Savings

+ WHERE :: Administration -> Budget
