Exclude the portable version from the installer

Bug Description
Since the execution of installer files are blocked there is no possibility to install portable version on the machines with non-admin user accounts. I suggest to exclude the portable version form the main installer as a separate PAF file.

Oppositely of your request to drop something that was worked but works no more, I spent some time to see if my initial goal of a dual installer was still possible.
The latest InnoSetup 6.0 (beta), manage with more accuracy the Windows new tricks relative to install in AppData or Program file, plus the privilege elevation stuff with a nice dialog, and enable to install for a single user (with no admin right), as well as for every users. Adding to this I revert back the part of the installer to choose the install path to always display.
So at last, all this is dawn good news, as packaging HB for windows is a pain and is not the most fun part of my developer life, so I will release the next setup > 5.2.2 as always, with those new capabilities.
