"Show all accounts" should not be shown when no account is selected

Thanks that my wish in https://bugs.launchpad.net/homebank/+bug/1759028 has been fulfilled, but actually a small issue got introduced by that.

The problem is that the new checkbox "Show all accounts" is always shown – even when you did not even select an account.

In the latter case, the checkbox should not be shown, as selecting/unselecting that box makes no difference. (Alternatively, you may just select it and disable it, so it is obvious that this always includes transaction templates for all accounts.)

STR:
1. Open demo.
2. Click "Add transaction".
-> Now toggle the checkbox. It makes no difference whether you select it or not.
