Wish: show a tooltip on "internal transfer" icons in transaction lists to show which account was related

Bug Description
When looking at transactions in an account, it would be nice if the "internal transfer" icon in the icon column could show a GtkTooltip containing "This amount has been transferred to OTHER_ACCOUNT_NAME" or "This amount has been transferred from OTHER_ACCOUNT_NAME" when the mouse goes over it. That way, no need to open the transaction editing dialog just to check what other account this transaction was linked to.

For internal xfer, the payee column already display the target account name
