wish: be able to export/import assignments rules

what for ?
it make sense to import/export data, but not really configuration like this one.

To be able to backup the rules, manage them in a text file, give them to
another Homebank user, reimport them in an existing Homebank file.
For my mind, it's exactly the same purpose than the categories.

but in practice this would be complex to achieve and maintain (as some other adding comes in other tickets).
again there is no comparison with categories or payees, which are data, and not complex rules with dependencies.
