install-sh script should be executable

Bug Description

In the release tarball (http://homebank.free.fr/public/homebank-5.1.5.tar.gz), the install-sh script is not executable (it does not have executable bit in its permission mask). It should have, otherwise the makefile cannot call it.

We work around this in macOS Homebrew installation, but it would be nice if it could be fixed: https://github.com/Homebrew/homebrew-core/pull/13657
