Exclude from budget option seems ignored

Hello,

Since 5.1 (even in 5.1.2) account option "exclude from the budget" is not enforced in budget report. The calculation of spent amount contains the informations from the excluded accounts whereas when displaying details of the category or sub-category (in budget report) the operations of the excluded accounts are not displayed.
So the value calculated in spent column of budget report is not consistent with the detailed view and is not excuding accounts with the "exclude from the budget" option activated.
